Major Features

Invention System: Heroes and villains can now use new Invention Recipes and Salvage to build Invention Origin enhancements, costume pieces and temporary powers.

Universities: Universities have opened throughout Paragon City and the Rogue Isles to teach players how to use the new Invention System and provide worktables to create their inventions.

Consignment Market: Wentworth's Fine Consignments has opened branches throughout Paragon City, while the villains can do their bargaining at 'black market' trucks around the Rogue Isles. These locations allow players to buy and sell recipes, salvage and enhancements.

Statesman's Task Force: The leader of the Freedom Phalanx is looking for teams of the most powerful heroes to face and defeat Paragon's greatest enemies! Completing this difficult challenge will earn some of the game's rarest rewards!

Hamidon Evolves: New tactics will be required to defeat the latest incarnation of the deadly Hamidon, which now threatens the Rogue Isles as well as Paragon City - offering villains the chance to face this deadly menace for the first time!

Invention System
The Invention System allows characters to create Enhancements, Temporary Powers and Costume Pieces from Salvage and Recipes that can be earned through play or bought from other players via the Consignment Market.
  • At level 10, characters can begin to use the Invention system by undertaking a brief tutorial at the Universities in Steel Canyon (Heroes) and Cap Au Diablo (Villains).
  • Characters higher than level 10 can also use the Tutorial, if they have not done so earlier in their career. We recommend that all players interested in making us of the Inventions system complete the tutorial at least once.
The Invention System has many facets to it:
  • Invention Salvage:
    • Invention Salvage is raw material of the Invention System. Combining the correct Salvage with a Recipe creates an item, using up the Salvage and Recipe in the process.
    • Invention Salvage can be earned by defeating NPC opponents at Level 4 and above.
    • There are two classes of Invention Salvage - Science/Tech and Magic. Different enemy groups drop one or both types, depending on the nature of the group.
    • There are three colour-coded 'ranks' of Invention Salvage - common (white), uncommon (yellow) and rare (orange).
    • Different salvage is available at different levels. High level recipes generally require salvage from higher level opponents, while low level recipes generally require salvage from low level opponents.
    • Viewing the 'info' on any opponent will display exactly what types of Salvage may be earned by defeating them. If no Salvage is listed, no Salvage can be earned from defeating that opponent.
  • Recipes:
    • Recipes are combined with Invention Salvage to create Invention Origin Enhancements, Costume Pieces, or Temporary Powers.
    • Recipes can be dropped by defeated opponents or earned from missions, Trials, and Task/Strike Forces.
    • The Common Invention Origin Enhancement Recipes can also be purchased from Worktables.
    • Like Salvage, Recipes have three colour-coded ranks - common (white), uncommon (yellow) and rare (orange).
    • To use a Recipe you need to have the Salvage ingredients on the Recipe list , be at a Worktable and have ebough Inf to pay any manufacturing fee.
  • Worktables:
    • Worktables allow players to invent Enhancements, Costume Pieces or Temporary Powers, if they have the appropriate Recipe, Invention Salvage and Inf.
    • Players can invent any item that they have the materials and Inf for - they do not need to be able to use an item to create it.
    • Worktables are found inside Universities, and can also be placed inside a Supergroup Base.
    • Earning the new Field Crafter Accolade badge gives a character access to a 'portable workbench', allowing them to invent anywhere.
  • Invention Origin Enhancements:
    • All characters may use Invention Origin enhancements, regardless of their Origin.
    • The bonuses given by Invention Origin enhancements are determined by their level - a Level 23 IO, for example, will give a slightly larger enhancement bonus than a Level 22 IO, and so on.
    • A character may slot Invention Enhancements up to three levels higher than their current level - a Level 22 character could slot a Level 25 IO, for example, but would need to advance to Level 23 before slotting a Level 26 IO.
    • Unlike standard Training, Dual and Single Origin enhancements, characters never 'out-level' their Invention Origin enhancements. Once an IO has been slotted in a power, it will continue to provide its enhancement bonus to that power until it is replaced or manually removed, no matter how many levels the character gains.
    • Invention Origin enhancements cannot be 'combined' to increase their effective level.
  • Enhancement Sets:
    • Uncommon and Rare Recipes can create enhancements that form Enhancement Sets. These sets grant special 'set bonuses' when more than one enhancement from the set is slotted into a single power.
    • Enhancement Set Recipes can be earned from:
      • Defeating opponents.
      • The Reward Choice tables at the end of Trials and Task/Strike Forces, which have an option to earn a random rare recipe from a select pool of recipes.
      • Completing missions - there is a small chance of earning a random rare recipe when completing any mission, including Newspaper and Police Band missions.
    • Set Enhancements can only be slotted into specific powers that fall within the type of powers that set is for.
      • Examples include Melee Attacks, Ranged Attacks, Holds, Pets, Flight, Teleport, etc.
    • Set Bonuses are not tied specifically to the power that the Invention Enhancement Set is slotted into. Set Bonuses apply to the entire character, and any relevant powers they may have.
    • You may not slot more than one of each specific IO from a set in a single power - but you may slot any combination of different IOs from a set.
    • You may slot the same enhancement sets in different powers.
    • It is possible to 'mix and match' enhancements from different sets in the same power. If you slot enough enhancements from one or more sets, you will gain an appropriate set bonuses.
    • Set bonuses can stack up to 5 times for a given bonus to a given attribute. For example, if you have slotted enhancement sets into 5 different powers that give a '+3% HP' set bonus, those 5 bonuses would stack, giving you a +15% bonus to your character's HP.
    • Some set IOs are marked as 'Unique'. It is only possible to slot one of a given Unique IO on a single character.
    • Set Bonuses can be temporarily disabled in the following situations:
      • The Power the enhancements are slotted into is unavailable for any reason (Exemplaring, shape shifting, Arena settings and so on). In this case, all the set bonuses associated with that power will become unavailable.
      • You are exemplared to a point more than 3 levels below the level of the slotted enhancement. For example, if you have a level 50 Aegis slotted, and exemplared to level 45, any set bonuses given by that enhancement would cease to function while you remain exemplared, but set bonuses from lower level enhancements may still be available.
      • Your Exemplared level is below the minimum allowed slotting for that enhancement type. For example, if the lowest possible version of the enhancement is level 25 and you are exemplared to level 24, you would not gain any set bonuses from that enhancement.
  • Inventories:
    • Characters have a limited Invention Salvage Inventory that grows as they gain levels.
    • You must have free Invention Inventory slots in order to receive more Invention Salvage rewards.
    • Characters also have a limited Recipe Inventory, which works the same way.
    • Characters can unlock Invention Salvage Inventory slots by earning badges.
    • Characters also have access to external storage areas known as Vaults (see Vault section below).

Universities
Universities have opened throughout Paragon City and the Rogue Isles to teach players how to use the new Invention System and provide worktables to create their inventions.
  • Heroes can use the Universities located in Steel Canyon, Croatoa and Founder's Falls.
  • Villains can use the University in Cap au Diable.
  • The Invention Tutorial can be accessed in Steel Canyon (for Heroes) and Cap Au Diable (for Villains).
Consignment Market
In Atlas Park, King's Row, Steel Canyon, and Talos Island there is a Wentworth's Consignment House (marked on the minimap with a W icon). This is a 'Consignment Market' where heroes can buy, sell, and trade items including Invention Salvage, Recipes, and Enhancements. Villains have a similar 'Consignment Market' in the form of the Black Market trucks located in Mercy Isle, Cap au Diable, Sharkhead, and St. Martial (marked with a dark grey $ on the minimap).
  • The Consignment Market uses a 'Secret Bid' system. Buyers cannot see what price the seller has set for an item. Sellers cannot see what buyers are willing to pay. This is intentional to make sure that sellers get what they deserve, and buyers pay what they feel is appropriate.
    • Characters can buy or sell Enhancements, Inspirations, Salvage (both Invention and Base) and Recipes.
    • Characters cannot buy or sell Temporary Powers or Costume Pieces through the Consignment system. Note that they can buy or sell recipes and/or salvage required to invent these types of items, however.
    • Combined enhancements (those with 'pluses') cannot be sold via the Consignment system. They may be sold to NPC stores or traded directly between players as usual.
    • A seller sets the price of the item they are selling. This is the minimum that they will accept for that item.
    • There is a non-refundable listing fee to put an item up for sale.
    • A buyer bids whatever they are willing to pay for an item. If that bid meets or exceeds the seller's price, the buyer 'wins' the item for the amount that they bid.
    • The seller then receives what the buyer bid, minus the Transaction Fees appropriate to the sale. Due to the secret bid system, this could be any amount equal to or more than his asking price. For example, a seller could put a recipe up for 1,000 Inf, and a buyer bids 250,000 Inf for it. The seller would sell that recipe to that buyer, and earn 250,000 Inf (minus the transaction fee).
    • If you really want to move your product quickly, set low prices on it - if more than one item is for sale and a bid is made, the item with the lowest price below the bid will be sold first. However, you run the risk of someone bidding low, and you being the only qualifying price.
    • If you really want to make sure you get an item that is for sale, bid as much as you are willing to spend on that item. Ask yourself how much is it really worth to you, because what you bid will literally be what you spend.
  • There is a new system channel for the Consignment Market, similar to the Rewards channel. All messages relating to the Consignment Market will be sent to this channel.
  • In order to protect characters while they are using the Consignment system, the region in and around each Wentworths and Black Market is a 'safe' zone - any enemy that enters this area will be automatically defeated, granting no rewards to anyone.
  • Consignment Teleporter:
    • For convenience, all Consignment Markets sell a single-use Teleporter temp power that will allow a character to teleport themselves instantly to Wentworth's or the Black Market.
  • Drag and Drop User Interface:
    • To do anything with the Consignment House/Black Market, you just need to drag and drop the items in question between your character's inventories and your transaction inventory slots.
    • If you are moving a stack of items, you will see a slider asking how much you want to move. Only Recipes and Salvage can be bought or sold in stacks.
  • Transaction Inventory:
    • Characters have a limited number of Transaction Inventory Slots that grows as the character levels up. These inventory slots can be used for the following:
      • Selling an item or stack:
        • You set the minimum price you will accept for an item or for each item in a stack. This price will be hidden from buyers, but if any buyers bid your price or more and you are the lowest qualifying seller, your item will sell to that character for the price the buyer offered (minus any transaction fees).
      • Buying an item:
        • You can bid on any item that can possibly be listed for sale.
        • If your bid meets the minimum price of at least one item, then you will automatically buy that item. If your bid meets the minimum price of more than one item, you will buy the item with the lowest minimum price.
        • If your bid fails to meet the minimum price of all items being sold (or if no units of that item are for sale), you will create a 'Buy Order' instead.
        • A slider allows you to place multiple Buy Orders for the same Salvage or Recipe.
        • If someone puts the item you are looking for at up for sale at your Buy Order price or less, you will immediately buy it, even if you are not online at the time.
      • Storing an item:
        • You can simply store items in your Transaction inventory slots, without placing them for sale, if you wish.
        • A single stack of Recipes or Salvage will take only one Transaction Slot.

Vault Reserve
Characters can store a limited amount of Invention Salvage at the Vault Reserve. These independent shops are set up near Wentworth's and the Black Markets. There is also a branch inside Pocket D.
  • These areas allow you to access a personal storage locker to store more Invention Salvage.
  • Base Salvage, Inspirations and Enhancements cannot be put into the Vault Reserve.
  • Supergroups can place a Personal Storage item in their base that allows characters to access their Vault Reserve from the base.

Badges
Issue #9 introduces over 60 new badges, most of which are Invention or Consignment House/Black Market related.
  • Some badges have rewards, such as increased Inventory sizes for the various Invention related Inventories.
  • Other badges allow you to 'memorize' recipes so that you no longer need a copy of the recipe in order to make those Enhancements.
  • Each of these 'memorisation' badges covers a certain category of enhancements at a specific level range. To earn each of these badges, you must create a specific number of IOs from the appropriate category. Half of these IOs must be created at the lower level of the badge, and half at the higher level. For example, to earn the Level 45/50 badge for a given category, half the required IOs must be created at Level 45, and half at Level 50.
  • An Invention Accolade badge exists that allows you to summon a worktable anywhere.
Statesman's Task Force
Marcus Cole himself now stands aboard a Freedom Corps ship in Independence Port. Teams of 8 level 45-50 Heroes can speak to him to start the Statesman Task Force and undertake a mission that is of vital importance to the fate of the entire planet.
  • Your reward for this can be either a Synthesized Hamidon Enhancement (courtesy of Positron) or a random rare Recipe for use in the Invention system.
  • Each of these rewards can be earned by a single character only once every 24 hours.
Hamidon Evolves
The Hamidon has grown and changed into a new and even more dangerous incarnation, and started to attack the Rogue Isles as well as Paragon City.
  • New tactics are called for requiring better team coordination and fewer raiders.
  • Hamidon himself is now spawned via player actions and is no longer on a timer.
  • The Hamidon has invaded the Rogue Isles in a zone known only as 'The Abyss', which can be accessed through Grandville.
  • Heroes in Paragon City will encounter the revamped Hamidon in the Hive zone.
  • A new instance of The Abyss or Hive will be created when 50 players have entered it. This means that 50 is now the maximum size for a single raid. However, multiple raids can be going on at the same time.
  • Defeating Hamidon will earn a Hamidon Enhancement or a rare Recipe for use in the Invention System. Each of these rewards can be earned by a single character only once every 24 hours.
Powers - Players
  • You can now 'pick up' escort hostages while stealthed or when you have a Stealth Invention Origin Enhancement slotted. Everyone around the hostage will receive a stealth debuff when it is acquired. The debuff to stealth powers will be removed when you exit the mission map.
    • The purpose of this change is to avoid players being penalised by the new Stealth Invented Enhancements.
    • Any defense buff associated with a stealth power will be unaffected - this debuff only affects the -perception aspects of stealth powers.
  • Many powers with regeneration debuff effects are now resistible by non-player entities. Powers effected are:
    • Radiation Emission - Lingering Radiation and EM Pulse
    • Poisons - Envenom
    • Robotics Assault Bot - Plasma Blast and Dual Plasma Blast
    • Electric Armor - Power Surge
    • Trick Arrow - EMP Arrow
    • Electrical Mastery - EM Pulse (Please note that other regen debuff powers were already being resisted - this change simply brings the powers listed above into line with the others.)
  • Any toggle power that affects only yourself and/or allies should not 'root' you when it is activated. Shadowfall and Group Fly have been updated to reflect this.
  • Ninjitsu/Kuji-in Sha has been updated to follow the rule that self-heals should not 'root' you when activated.
  • Sonic Resonance/Disruption Field will no longer generate aggro.
  • Added Fear and Confuse protection to Thermal Radiation/Thaw and Poison/Antidote.
  • Fixed an issue with Stone Cages that caused its activation time to be longer than intended.
  • Poison Trap can now only be used while in contact with the ground.
  • Spines/Throw Spines animation will no longer pitch to target
  • The description text for many powers has been updated and corrected. The powers themselves have not been changed.
Powers - PvP
  • Fixed an issue with several 'cage' powers that gave them longer than intended durations in PvP. Detention Field, Sonic Cage and Black Hole are affected by this change.
  • The Scourge damage from Assault Rifle Corruptors is now correctly marked as 'irresistible'.
Powers - Critters
  • Archvillain/Hero and Giant Monster class critters have had their global debuff resistances reduced. This should offset the changes made to -Regen powers and lead to more diverse team composition for certain encounters.
  • Archvillain/Hero and Giant Monster class critters should be more courageous when faced with Caltrops and similar powers.
  • Reduced the HP of Infernal's Altar. In addition, when Infernal is spawned as an Elite Boss, his Altar will have even fewer HP.
Rewards
  • Enhancement drop rates have been changed. Players at higher levels will no longer receive enhancements that are of no use to a character at that level.:
    • 1 to 11 - 100% TO
    • 12 to 21- 50% TO, 50% DO
    • 22 to 31 - 50% DO, 50% SO
    • 32 to 40 - 25% DO, 75% SO
    • 41 to 50 - 100% SO
  • You should still receive optimal enhancement drops at near, or sometimes faster, than the rate you received them in Issue #8.
    • For example, if at level 45 you previously got an SO 25% of the time you got an enhancement drop, you now should receive enhancements 75% less often, but they will be an SO 100% of the time.
  • The game will now check your free inventory slots when you select a reward. For example, if you choose an enhancement reward for completing some task, but your enhancement inventory slots are full, you will be notified of this. Deleting something to free up space will refresh the reward window and allow you to choose the reward you wish.
  • There are various timers on certain rewards. These timers are specific to each character, and to specific types of rewards. Some tasks have separate timers for different rewards, and some tasks share the same timer:
    • Statesman TF: 24 hour timer on Recipe Reward.
    • Statesmans TF: 24 hours timer on Synthetic Hamidon Enhancement reward.
    • Lord Recluse SF: 24 hour timer on Recipe Reward.
    • Lord Recluse SF: 24 hours timer on Synthetic Hamidon Enhancement reward.
    • Hamidon: 24 hour timer on Recipe Reward.
    • Hamidon: 24 hours timer on Hamidon Enhancement reward.
    • Respec Trials: 24 hour timer on Recipe rewards.
    • All other Task/Strike Forces and Trials: Shared 4 hour timer on Recipe Rewards.
City Zones
  • King's Row: Superpowered Field Trainers (NPC Stores) have become available.
  • Peregrine Island: A new Trainer has taken up residence - the mighty Castle.
  • The Green line now runs to Skyway City and Founders' Falls.
  • Siren's Call: Fixed a hole in the zone geometry.
  • Mercy Island: Several minor graphical problems cleaned up.
  • Grandville and Recluse's Victory: Reduced texture/shader useage on Lord Recluse statues to improve performance.
  • Monster Island: A submarine in Grandville will take villains to some isolated islands plagued by very large Devouring Earth Monsters.

  • Emotes should more reliably interrupt certain animation cycles, particularly post-attack cycles and combat ready cycles (triggered by some toggles, such as Tough).
  • All emotes should now work while Fly is activated.
  • Many emotes that did not look right on the Kheldian Dwarf forms have been disabled for them.
Graphics
  • Continuing graphic effects now have a lifespan added to them. This should help to ensure that effects stop playing in cases where the client fails to stop them for some reason. This includes all generic buff and debuff effects (damage, defense, to-hit, etc) as well as the continuing effects for Freezing Rain and Tar Patch.
  • Minor tweaks to Endurance Buff continuing graphics effects for performance issues.
  • Minor changes to the graphical effects for Darkest Night and Damage Buff/Debuff continuing effects to improve performance.
  • Minor changes to Tar Patch graphics effects for performance.
Animations
  • Undead Slaying Axe Veteran Reward now has a unique animation. It's identical to the original 'uppercut' attack animation, but with proper hand placement for all three body types. This should also resolve the issue with this power and various emotes causing the wrong animation sequences to play.
  • Flurry, Shadow Maul, Sands of Mu, and other similar powers should play the correct attack animation more consistently rather than the 'being hit' animation.
  • Added flying versions of the two-handed overhand smash animation used by Stone Melee's Stone Mallet attacks and Gabriel's Hammer temporary power.
  • The medical animation (shared by Stimulant, Aid Other, and the ore extracting power in Bloody Bay) should now play more reliably.
UI
  • The Trade Interface now allows for much larger amounts of Inf.
Game
  • Improved stability of Arenas and Base raids.
