Background
The shadowy trust known as The Council has become a major player in Paragon City only recently, but their roots stretch back through more than six decades of fraud and deceit. The Council has been quiet of late, which leads me to believe they are planning some kind of attack - chances are it will be controlled from within their base on Striga Isle. A detailed investigation is urgently needed.
Appearance
Military marksmen types, except for some of the higher level Lieutenants, who dress like rejects from a 1930s space opera – and we won’t dwell on the really high level threats. Always heavily armed, and usually found ranting on street corners.
Locations
The aforementioned street corners in Steel Canyon, Independence Port and of course their favourite haunt – Striga Isle.
Tips for Survival
Council troops pack a tough punch, but their reliance on military strategy and tactics means they are nothing if not predictable. Just be careful not to let too many of them overwhelm you.
