This brave district is one of the areas of that needs the care and attention of selfless individuals to make sure that it shares in the bright future we anticipate for the rest of Paragon City. Once a thriving industrial district, it’s now stumbling toward dereliction and it’ll need visitors like you to put it back on track.

The Northern Quarter, High Park, is a steady source of trouble, and should definitely be at the top of the agenda for any group concerned with combating crime in the area. It’s recently become the playground for The Lost, a mutant brotherhood that don’t seem to just be using High Park’s municipal areas for ball games and chess.

Kings has always attracted the young and dispossessed, but here the goth-punk scene has spun out of control, particularly in the worst-case scenario of the Skulls – King’s Row’s thugging and mugging fraternity. Music and dress tastes aside, these masked miscreants really need their heads looking at, so make sure to bash a few skulls together before making an arrest. These guys don’t need the gentle touch – they give no quarter and expect none. Many an inexperienced hero has fallen to their wiles, so never turn your back. They’re not just confining themselves to street crime, either. The Skulls are dabbling in dark arts, and the rooftops and alleyways of this soot-encrusted neighborhood are increasingly playing host to occult ceremonies and even human sacrifices. Yes, it’s not all glitz and glam in Paragon City, and Kings Row is where reality really hits the fan. 

And reality comes in many shapes and sizes – including the nefarious Clockwork, our retrobot peril that infests industrial and derelict areas such as Kings Row. Keep an eye out, Statesman and his team are always keen for clues in how combat the Clockwork, and the mastermind who seems to be behind them.

You might want to take look over the mill and the old power station, which once provided the entire city with electricity. What honest laborers left behind has quickly been appropriated by those who don’t wish for their activities to be exposed to the light of day…

Chief amongst your network of contacts and aides is Kings’ man in uniform, Blue Steel. Dedicated, even for a man of the law, Blue Steel is in to be found in the central plaza apparently twenty four hours a day, and will dish out advice, as well as helping you deal with the next rung up in Security Level clearance as you gain more experience and confidence on the hard streets of Paragon City.
